Parades are not and never have been banned Tom.
As to why they are few and far between these days I can only assume the organisers are unwilling or unprepared to meet their legal requirements and fund, organise, gain permissions, risk assess, manage and insure them.



.......did you think there wasn't a need for any of these legal obligations?
