Women born in the fifties most likely stayed at home bringing up children until later in life. They were expecting their pension at 60, most of them not eligible for a full pension unlike their husbands. The campaign is about the DWP not communicating with these women about the changes in time for them to make alternative arrangements for later life. Although men had to wait till 65 for their state pension they still got free prescriptions, eye tests and bus passes at 60.
For Tonker, 35 years only applies if you weren't contracted out of serps.
