What sort of shops would make Wigan a 'good place to shop' again?
What did there 'used to be' that there isn't now?

And, Tomplum, it's nothing to do with Wigan Council. They are in the business of running their designated area (t'borough, whilst it's one of a Wiganer's favourite words! ) on behalf of the government. They don't do retail. They have very little control on who opens what, where, what they sell and how much they charge for it.
