Shops engage in some 'sharp' practices in respect of these claimed reductions.

I recall a few years back, when trading standards were bothering to enforce the legislation, there was not infrequently small print on the poster promoting the discount. It proclaimed something along the lines of this item was offered on sale at our Aberdeen branch from 10-03 11 to 25-03-11 at £100.

So shops were managing to con their customers whilst staying within the law. Discount was never against the price for which the article was commonly available, but some hypothetical price. And, it was ALWAYS Aberdeen or Inverness! Your guess as good as mine as to why those two locations allegedly had stocked it at the higher price!
