Toyota led the field with experimental Hybrid battery technology 20 odd years ago, they perfected it and Hybrid cars have been driven in Japan for many years. Gove is once again trying to make a name for himself has he tried to do with education where he failed miserably, he'll fail yet again with this, as even the power suppliers have said there just isn't the capacity of supply to charge the vast amount of electric vehicles that is planned, and we would need ten nuclear power stations built to cope with demand, time to get your Gove Must Go badges out again.
