The difference is migrants who choose to live where they want to and therefore should be able to learn the basics of a language out of courtesy if nothing else.

And refugees who may not want to leave their homeland but have to for safety reasons, or just to survive. They would take longer to settle and even learn another language because of shock, trauma, loss of or leaving other family/loved ones behind. They are the ones who deserve our support to help them settle. Put yourself in their shoes?? Imagine if tomorrow your region/country was taken over by alien forces and you were forced to leave and to a place where you knew no one and couldn't even communicate?
