Anyone who permantly settles In another Country by choice would have to stupid not to learn the language.A friend of mine whos daughter went to Germany has an Exchange Student Learned the language as soon as possible now speaks It fluently.I go to Philippines often and am learning language.
It depends on ourselves wether we want to be part of another culture.
