hedge cutting

On my travels I have noticed farmers cutting their hedge rows but then leaving the cuttings on the road Who is liable for any punctures to cars/cycles or worse injury to dogs/other animalsAre the farmers supposed to clean the cuttings up

I think they are exempt from most laws. I worked on Pipelines and we had to have people and road brushes everywhere we crossed a road but the farmers drove about depositing cra* all over the roads with impunity.
