In Bolton, it is estimated that 17,000 houses are used for asylum/refugee accommodation. That is 17,000 not paying Council Tax + the usual indigenous exempt. All seeping its way to Wigan. 13.4% increase on counciltax mayoral precept. Up, up and away.
