It's not in Wigan. It's not under Wigan Council.

They have already dealt with train loads of Manchester refuse for years plus the sewage works, its totaly understandable they dont want anymore stench

Yes, I believe that some of the empty holes, left over after open site coal extraction, were of greater value on account of the revenue gained from tipping fees than they had been as sources of fuel!

Noddy 2 The plans are to do away with the layby at the top of Parbold Hill and make this the entrance for the tipping. Also if and when the tipping is finished there are plans to put chalets at the bottom of the tip site. Is this back door planning because has it stands it is Green Belt but after it could be classed has a Brown field Site
