It is not earlier than usual. It is earlier than last year (22 Nov).
Prior to last year, Budgets were announced in March, so it is later than usual.
(There had of course been an Autumn statement, which often tinkered with the budget, but budget itself being in Autumn is an event only two years old)

PFI May have died but I think it will be quite a while before the funeral. Some of those agreements will probably have years to completion. As Phil says it was a favourite tool of Gordon Brown.
