An Unsealed Envelope

Can anyone remember when it was slightly cheaper to post a letter in an unsealed envelope, think it was prior to 1962 or thereabouts, more to the point, why was it cheaper?

Printed paper rate was cheaper than letter post. Unsealed so PO could verify that it was printed paper.

i remember sending Christmas cards and Birthday cards unsealed because it was cheaper.
