No where in that article does it mention anyone being prosecuted for flying the British flag.
In my opinion that woman should have been sent to prison for what she did. It's time the justice system handed out sentences to fit the crime and that includes non Muslim law breakers too.
And to my knowledge no one has been prosecuted for flying the British flag. Inciting hatered of any group no matter if it be race, creed or gender, is a crime. And that woman did incite and encouraged hatered and she got off with it like many other law breakers do.

But if in doing so you ignore planning legislation, lease agreements, bylaws, generally cause a nusience, present a risk to others or it's thought you are inciting hatred you can expect the authorities to, quite rightly act.

Landlord of the Pagefield did that, when across the road some Muslims, about 20 of them rented a one bedroom flat over a shop on Gidlow Lane, he draped a 20ft long Yoonion Jack flag out of one of the side upstairs windows, opposite the flat and boasted to all and asunder about it, because apparently he was a racist...

Someone had a moan about it and the police told him to take it down, but he refused and nothing else was said to him about it.
