I'm using my iPad Air2 for all my postings. I send emails and other documents but never have this double posting problem. Only on WW.
I've tried holding my breath whilst standing on one leg, but to no avail.

Only press the post button once, no matter how tempting it is to keep on pressing it

Jim do you us the Back < and Forward > buttons in Safari to navigate round Wigan World? Judging by the time gaps in your double posts I think you are pressing the Back button and that is reposting your message. Try using the links on Wigan World's pages to get around the site.

I also had this problem when posting, once you've pressed "post" don't press the "back button" as this seems to double your posting, just go on yo the next page/item.
