What a photo Tim. Do the festivals happen now that canals are so popular ? Though I think I probably know the answer to that question.

The Wigan Pier canal festival in 1984, but back then Trencherfield Mill engine was derelict and so was the Wigan Pier wharf soon to be refurbished to be the Way We Were museum, and another building that became the Orwell pub before being opened by the Queen in March 1986. In this picture there are workshops where the Wigan Investment Centre is now, and Westwood power station is out of view. I'm pretty sure that the red car behind the fence is a 1968-1972 Vauxhall Victor FD estate, getting old and rare by 1984, almost extinct today.

At first glance I thought Cook was meant as an allusion to a page in a holiday brochure, it does remind me of Amsterdam a bit, until I saw the name Cooke submitting the photo. I agree Philip.

The canal fete is one of many events confined to the history books - the Trencherfield Mill site was a also a popular visitors centre for many years & sadly that too is long gone.

I don't think so Philip, not with my memory!
