Strange recess in the wall opposite the old power station

Every time I walk along the footpath with the dog, this intrigues me. Does anyone have a clue as to it's purpose? The only thing I can think of that it was possibly a drinking appliance for the horses and or staff on the boats.

Don't know what sat this recess is for,but the ones opposite platform one are safety refuges for track maintenance workers

This was a scratching station for the canal barge horses, it used to have coconut matting screwed on it, the horses could back in a scratch there bums, apparently when they were working a lot of blood went to there rear ends and irritated them.
