Pretty much reflects the state of the Church in this country today doesn’t it?

If Ron is about right with the date of this image, then I think what is pictured is the re-erection of this building. These tin chapels were often dismantled when a permanent church was erected to replace them - and then re-erected in another 'mission' area as populations expanded. There is a sign on the porch which might have further information. If you could read the free-standing sign to the left it might tell more of the story - it could have belonged to an earlier, perhaps wooden, chapel.
The image of this building put up some time ago shows it at a later date - perhaps the 1920s, if the house in the background are new Council houses - when the building had had brick foundations put beneath it.
