Not 1960s, the Ford Cargo truck in the photo, entered service in 1981, replacing the "D" series.

I would say that this was the 1970s rather than the 60s

Think it more likely the 1980s looking at the fashions, young girls buggy and the "newer arcade" in the background.

I suspect if this was the 1960s, almost every older lady would be wearing a headscarf.

My mother died in 2013, aged 90. She wore a headscarf if she ever went out the house. The year of the photo would be mid 1980s.

Definitely not the 60's, the old Arcade was not demolished until early in 1971, Wigan Centre Arcade (Marketgate)was built then. Looks like early/mid 80's to me.
