David, I think you are mistaken with the date, the old Ford's bulidng and No 1 Wigan Pier were both renovated in the 1980s.

Rebuilt in 1984.
Commemorative stone laid in that year by Mayor Thomas Isherwood, recording completion of work, can be seen on Pottery Road side of building.

Think you may be right, Reverend Long.
The rally took place in September of that year. I was one of the police officers detailed to cover the event.
