I would say it's about late 30's/early 40's
The elderly lady in the middle has a pronounced "Bells Palsy"..Pity

The Lady standing behind the Mayor. looks like Miss Ashall, who was an assistant Matron at Billings Hospital in the late 1950/early 60s.
