I think the guy at the front is Councillor Alf Robinson.

Back left with dark hair and a light suit is Derek Sidebotham.
He was the Cleansing Manager at the time.

Those named are correct. I cannot remember the names if the 2 young people but they had won some sort of competition at Leigh.
Date was soon after Greater Manchester Council was abolished in 1986 - probably 1987. A temporary site to which residents could take there waste and recycling.
