Thanks for re-posting these photos Barrie I'd forgotten them, I've been looking at the P-a-D for the date given, some other interesting photos sent in on that month too.
According to the BBC on 19th November 2011 the cost was £12 million.

Cyril, thanks for putting the link to the news item. I think the 4 years relate to the overall FAS scheme from Asda to Coppull Lane.including the overall cost. I know that the Dam project should have commenced soon after finishing the works at Darlington Street bridge (Phase 1c in 2008) but plans were held back due to some objection. Still the works seem to be doing its job although I see some area by Asda floods. When I visited the area last year, I was dismayed at the overgrown trees ,shrubs were encroaching over the river thus slowing the flow especially near Asda and the rail viaduct.
At least, future generations can see from this album section, the history of improvements to the River Douglas through Wigan.
