It will be the Wigan Borough police garage on Chapel Lane, Linda. Enos Banks who took the photo was a Wigan Borough officer.
The Crawford St buildings were Lancashire Constabulary.

I do believe this was the fire station garage, in Chapel lane prior to the Wigan Fire Service’s move to Newtown. The previous police garage was in Darlington Street, just on the other side of King Street.
