Sorry to nit-pick - in the Church of England, an 'Incumbent' is the holder of the freehold to a living or Parish. They may be a Vicar or a Rector - depending on the history of the Parish. The older Parishes - like Wigan or Standish - are usually held by Rectors, while the newer Parishes - such as St Thomas' - would be held by Vicars. So this is a list of the Incumbents, or Vicars, of St Thomas'.
There used to be a large disparity between the Stipends a Rector and a Vicar would receive - Rectors often benefiting from historic endowments and rentals from glebe land belong to the Rectorship, whilst Vicars received Stipends from smaller, more recent endowments. All were put on equal pay in the 1970s - though some inequalities remain between richer and poorer areas of the country.

Thanks Rev David. I did not know that I assumed any list on a wall (except war memorials or Rolls of honour) in the C of E or other denominations were just called incumbents, however again I stand corrected.

The Reverend Tebbs led an interesting life.
He served twelve years as a private soldier with the Royal West Surrey Regiment in India, before buying himself out to become a lay missioner to the military in both India and Liverpool.
He was later ordained and served as a Curate at Rishton, and Haydock, before coming to St Thomas's as Curate in 1887, then becoming Vicar in 1890.
