A bit of social history.
There's a marked difference between the appearance of the clerk and his 'clients'.
1939, I wonder how many of these souls saw out the next six years?
Is that the Charles Hawtry from the carry on films ?
Think my Uncle John Stewart worked at Wigan Labour Exchange in the 30/40's. He was a quiet, gentle man.

I think he looks more like Richard Wattis (Sykes).
A photo can inspire the imagination. By looking at a photo we make our minds up about the people in the photo, but we don't really know them. The clerk looks different in appearance to his clients, but he looks kindly and may have a great deal of respect and empathy for them. I certainly do. We don't realise how lucky we are these days.
